"In the heart of the Wasteland stands the ruins of Goatham City, a place filled with many of the common threats of the Wastes as well as a few unique creatures all its own. Somewhere between mutants and ghouls are the Shoppers, emaciated and shriveled things characterized by their elongated legs, usually folded up in a tangle of joints. They get their name from the way they seem to mostly congregate in large areas of former markets and malls.
Much like feral ghouls, the silently, aimlessly amble about but upon hearing or seeing potential prey they become highly aggressive. Docile or aggressive, Shoppers move in jerky, uncanny motions. They are faster than they appear.
